COP15 was a political failure and ended with only a non binding political Accord full of intentions but without any proper constraints on the real polluters. Worldwide each country had until January 31 to announce whether they would comply with the Copenhagen Accord, and what reductions they would be proposing. So far only 55 countries have given a response.
The IPCC stresses the need to reduce emissions of greenhouse gas emissions by 25 to 40% by 2020 (from 1990 levels) in order to keep the temperature under 2oC. From the following announced reductions it is clear that world leaders have little respect for the science of climate change:
The United States pledges to reduce emissions by 4%
Australia will reduce its emissions by 3%
Canada will increase its emissions to 3%.
Japan will reduce by 25%, but the commitment is made on the condition that all major emitters commit to ambitious targets.
EU still stands at 20% with a pledge of 30% if others follow.
The only slightly serious northern country is Norway with a pledge to reduce emissions by 30% to 40%.
Countries like China, India, Brazil and South Africa have also published their goals, but operate with Carbon intensity measured with GDP. At the bottom line it means that they will increase their emissions as much as 200-300%.
Amongst this tragic reality only one country stands out - the Maldives. Being one of the most threatened it has officially announced to cut CO2-emissions by 100% by 2020.
President Nasheed of the Maldives who attended Klimaforum09 understands the seriousness of the climate issue. He may be alone amongst the world leaders, but Klimaforum09 stands by him.
